ACADEMIC PROGRAMME
30 OCTOBER 2026, 09:00 – 12:00 hours
In consonance with the theme of the Conference
Mr. Martijn Snoep LL.M.
Chairman of the Board of the
Netherlands Authority for
Consumers and Markets (ACM)
will give a lecture on the rule of law.

Independent market supervision is essential to a democratic society governed by the rule of law and to maintaining confidence in effective and fair market oversight. But who supervises the independent regulator?
There is already considerable oversight of our supervisory activities, including by the legislature, the courts, the Ministry of Economic Affairs and Climate Policy, the Council of State, and through our own internal processes. However, external researchers commissioned by the Ministry and the ACM have concluded that the current model is insufficiently effective and future-proof, particularly when it comes to safeguarding our independent position.
Precisely because our independence is so important to our ability to perform our role effectively, we need a stronger statutory basis and a clearer division of responsibilities between the Ministry and the ACM.
Martijn Snoep, explains this in more detail in
his latest blog (in Dutch).
